Bitcoin’s latest rally is losing momentum as traders reassess one of the market’s biggest potential catalysts: clearer cryptocurrency regulation in the United States.

After recovering from its late-August lows near $60,000 and climbing back above $70,000, Bitcoin has entered a more cautious phase. The move higher had been supported by improving sentiment, lower Treasury yields and growing expectations that Washington could advance legislation designed to establish clearer rules for the digital-asset industry.

But that optimism is now being tested.

The U.S. Senate is preparing for a crucial procedural vote on the CLARITY Act, legislation that could establish a broader regulatory framework for digital assets and clarify the roles of agencies such as the Securities and Exchange Commission and Commodity Futures Trading Commission. The bill has attracted attention from crypto companies and investors because regulatory clarity could reduce some of the uncertainty that has surrounded the industry.

The Political Catalyst Is No Longer a Sure Thing

For much of Bitcoin’s recent recovery, expectations surrounding Washington’s crypto agenda helped reinforce bullish sentiment. The possibility of legislation moving forward gave investors another reason to anticipate stronger institutional participation and greater legitimacy for digital assets.

Now, however, the political path appears considerably less straightforward.

The bill requires enough support to clear the Senate’s procedural hurdle, while disagreements over provisions involving ethics, enforcement, and President Donald Trump’s crypto-related interests have complicated efforts to build bipartisan backing.

That uncertainty has changed the market conversation.

Instead of simply asking whether Washington will deliver a crypto-friendly framework, traders are increasingly focused on when, how much, and what happens if the legislation stalls.

Prediction markets have reflected that uncertainty as well. Recent market pricing has put the probability of the CLARITY Act becoming law during 2026 well below certainty, illustrating how quickly expectations can change when political deadlines approach.

Bitcoin Has More Than Washington to Worry About

The regulatory debate is only one piece of the puzzle.

Bitcoin is also facing a shifting macroeconomic backdrop. Rising Treasury yields, renewed inflation concerns and expectations surrounding Federal Reserve policy could continue to influence demand for risk assets, including cryptocurrencies. Reuters noted that options traders have remained optimistic about a potential move toward $80,000, but also highlighted the vulnerability created by changing rate expectations and bond-market conditions.

At the same time, institutional interest has not disappeared. Bitcoin exchange-traded funds have seen renewed inflows, suggesting that longer-term demand remains an important factor even as short-term sentiment becomes less certain.

That creates a market caught between two competing forces: structural interest in Bitcoin and short-term uncertainty over its next catalyst.

The Bigger Question: What Is the Market Pricing In?

For traders and observers, the most interesting part of the story may not be Bitcoin’s current price.

It is the expectations surrounding what comes next.

If the CLARITY Act advances, markets could interpret it as another step toward regulatory certainty and potentially respond with renewed optimism. If the legislation encounters another major setback, investors may have to reassess how much of the recent rally was built on expectations of political progress.

That makes the situation particularly relevant to prediction-market participants.

Rather than relying solely on headlines or making a binary assumption about what will happen, prediction markets allow participants to observe how collective expectations evolve as new information arrives.
